Essential Duties & Responsibilities

• Provide strategic advice on health policy issues at federal, state, and city levels
• Work with other groups and policy leaders to direct policy initiatives
• Perform policy research and develop recommendations for governmental and programmatic priorities
• Direct high-level expert panels towards evidence-based recommendations
• Track and analyze specific legislation; executive orders; city, state and federal budgets; and other policies as needed
• Prepare policy briefings and other materials for diverse audiences, including public policy decision-makers, media, advocates, and lobbyists
• Work with The Academy’s communications staff to disseminate materials
• Represent The Academy at public hearings, meetings, conferences, committees, working groups, and other events
• Foster collaborative relationships with elected officials and other organizations working to improve health policy
• Participate in research projects that inform policy initiatives, including research design, implementation, and dissemination of findings
• Work closely with other departments within The Academy to coordinate and link their research findings to policy initiatives
• Other duties as assigned
Summary
The Senior Policy Associate will report directly to the Vice President for Health Policy to oversee the development of policy initiatives that address the social determinants of health. The Senior Policy Associate will be responsible for mobilizing Academy staff and supporters to provide expert advice and assembling evidence to support policy reform on several key issues, such as expansion and reform of the public health system, health access for vulnerable populations, immigrants’ access to health care, creation of an age-friendly city, and others. The Senior Policy Associate will develop and execute legislative campaigns to achieve policy objectives and represent the Academy at public hearings, meetings with policy makers, coalitions, and others.
Qualifications
Significant interest in and understanding of public health and the health policy issues facing vulnerable populations. Commitment to and demonstrated interest in political and social change. Exceptional verbal and written communication skills. Strong organizational skills. Ability to work independently, manage multiple projects and meet scheduled deadlines. High level of expertise in the workings of the executive and legislative branches of state and/or city government. Experience building and working with coalitions, advisory groups and committees. Minimum of 10 or more years of relevant work experience in a political, advocacy, policy, or government setting in health or public health. Candidates must have in-depth knowledge of several of the following issues: public health systems and financing; social determinants of health; Medicare, Medicaid, and other health care financing; immigrant health; aging; and/or primary care or other health workforce issues. Prefer advanced degree in medicine, public health, public policy, or law.
Background
The Division of Health Policy (DHP) at The New York Academy of Medicine is devoted to advancing policies at all levels government to enhance the health of the public. DHP also works to expand the Academy’s role as an expert resource for policy-makers, linking its research findings with program planners and policy-makers at all levels of government. DHP also promotes evidence-based policy-making by working with community and professional groups, convening experts, and assembling research and other evidence that can inform policies and programs that are both effective and pragmatic. DHP is particularly concerned with promoting health policies which address the social determinants of health (such as income and education) in order to improve health among society’s most vulnerable populations including immigrants, people of color, children, the elderly, people living in poverty, ex-offenders, people with HIV/AIDS, and drug users.
