Please join us as our featured speaker, Donna Frescatore, Executive Director of New York’s Health Benefit Exchange, and other health care policy and planning experts discuss the progress and implications of the NYS Health Exchange. This panel promises to provide a deeper understanding of the significance of the Exchange and its potential impact on health care access, affordability and quality for New York. Audience members will also gain insight into the challenges ahead in implementation and potential opportunities for maximizing performance.

About the Speaker(s)

On July 9, 2012, Governor Andrew M. Cuomo named Donna Frescatore as Executive Director of the New York Health Benefit Exchange.  In this role, Ms. Frescatore will provide leadership and direction in the planning, implementation and operation of the New York Health Benefit Exchange which will provide affordable, comprehensive health insurance coverage to over 1 million currently uninsured New Yorkers. 

In January 2011, Ms. Frescatore joined Governor Cuomo’s Office as Deputy Secretary for Health and Deputy Director of Health Care Redesign where she has been responsible for the development of health care policy, and coordination of the State’s implementation of federal health care reform, including the Health Insurance Exchange.

Ms. Frescatore has also served as State Medicaid Director and Deputy Commissioner of the Office of Health Insurance Programs in the New York State Department of Health responsible for Medicaid, Family Health Plus, Child Health Plus and regulation of the managed care industry.  

Ms. Frescatore began her state career at the Department of Civil Service where she was responsible for overseeing the design and administration of health benefits for state and local government employees and retirees.
