NYAM’s highly respected annual Albany update will address these issues with two of the State’s top policy makers, Jason Helgerson, New York State Medicaid Director and Donna Frescatore, Executive Director of NY State of Health, New York’s new health insurance exchange. The panel will be moderated by Jim Knickman, President and CEO of the NYS Health Foundation in an evening that will be informative, interactive and fun.

About the Speaker(s)
Donna Frescatore is Executive Director of NY State of Health, the State's Official Health Plan Marketplace created under the Affordable Care Act. Donna has over 25 years experience designing and administering public and private health insurance programs. Prior to being Executive Director of NY State of Health, Donna was Assistant Deputy Secretary of Health in Governor Cuomo's Office. She has also served as the State's Medicaid Director and Deputy Commissioner of the Office of Health Insurance Programs at the NYS Department of Health. She began her State career in the NYS Department of Civil Service where she was responsible for purchasing benefits for the over 1 million employees and retirees of state and local governments enrolled in the New York State Employees Health Insurance Program.
Jason Helgerson became New York’s Medicaid Director on January 5, 2011, and Jason also serves as the Executive Director for New York’s Medicaid Redesign Team. In this capacity he leads Governor Cuomo’s effort to fundamentally reshape the state’s Medicaid program in order to both lower costs and improve health care quality.
Prior to arriving in New York, Jason was Wisconsin’s Medicaid Director.
Jason was also the principle project sponsor for BadgerCare Plus, former Wisconsin Governor Jim Doyle’s signature health care initiative. Through this program, 98% of Wisconsin residents have access to affordable health care, including all children.
Jason served as Executive Assistant/Policy Director to the Secretary of the Wisconsin Department of Health and Family Services (DHFS) from February 2005 to March 2007. Prior to joining DHFS, Jason served as the Executive Assistant for the Wisconsin Department of Revenue.
Jason received his Master of Public Policy degree from the University of Chicago in 1995, and his B.A. in Political Science from American University in Washington, DC in 1993.
