- Expand the capacity of communities and institutions to identify, plan for, and meet the needs of populations with particular needs and barriers to care, especially immigrants, the elderly, people living in poverty, and people infected or affected by HIV/AIDS or other serious illnesses;
- Demonstrate the effectiveness of a broadened definition of health policy, which focuses on problems and solutions that involve affected populations, their family members, providers, employers, government, and other community resources;
- Reduce the impact of HIV/AIDS in this country by promoting access to high quality health care for all people living with HIV/AIDS and through the development of programs, processes, and policies to enhance HIV/AIDS prevention;
- Improve access to linguistically and culturally appropriate preventive and other health care services for immigrants;
- Assist the elderly to maintain their quality of life by supporting and strengthening the capacity of both formal and family caregivers; and
- Promote the integration of high quality substance abuse treatment into other health services at the provider, programmatic and policy levels and diminish stigma around substance use and its treatment.
