White House Chief of Staff John Podesta released on January 16th a report outlining the Clinton-Gore Administrations' record of digital progress and prosperity. The Third Annual Report of the U.S. Government Working Group on Electronic Commerce, "Leadership for the New Millennium: Delivering on Digital Progress and Prosperity," details the Administration's accomplishments in promoting electronic commerce, using the Internet to address our most urgent social challenges, and establishing a strategy and vision for the future.
At the request of the White House, the Benton Foundation's Tony Wilhelm was asked to comment on the Administration's accomplishments specifically on Digital Divide-related policies:
"Regardless of how wide the pipes are, without relevant content to meet the diverse needs of the American people, the Internet will not live up to its potential. The US Department of Commerce's Technology Opportunity Program (TOP) has served as a catalyst and vanguard in content applications. One TOP grantee, the New York Online Access to Health Initiative (NOAH), for example, has become an important source of Spanish-language health information on the Internet (www.noah-health.org/index.html). Now that we've built the pipes, we need to turn our attention to how we fill them."
