Academy Redefining Readiness Report Informs Congressional Bill Introduced by Patrick Kennedy

On July 28, Congressman Patrick J. Kennedy and five co-sponsors introduced the Ready, Willing, and Able Act (H.R. 3565), a bill proposing that the American people be directly involved in the development of community disaster preparedness plans. The bill is informed by the Academy report, Redefining Readiness: Terrorism Planning Through the Eyes of the Public, which documents that it is not possible to protect the maximum number of people or to foster their trust, confidence and cooperation without giving the public a direct and influential role in planning. Led by Roz D. Lasker, MD, Director of the Academy's Division of Public Health and Center for the Advancement of Collaborative Strategies in Health, the Redefining Readiness study gave the American people their first opportunity to describe how they would react in the event of a smallpox outbreak and dirty bomb explosion. On July 21, Dr. Lasker served as a key panelist among fellow disaster/terrorism experts at a Congressional briefing about the bill in the Capitol.
