New York City ??? November 6, The New York Academy of Medicine (NYAM) hosted a panel of experts to discuss how New York State health policy will be affected by the current political and economic climate. Over 150 medical practitioners, health policy advocates, and community leaders attended the presentation with panelists who are at the frontline of shaping health care policy.
While looking at inpatient and outpatient provider reimbursement, regulating health care and quality initiatives the state is also considering non-traditional cost saving methods including a focus on integrative community-based public health planning with chronic disease prevention high on their list. NYAM is currently working very closely with the City and State to implement a Prevention based strategic alliance with multiple partners.

Deborah Bachrach, JD (Click for video), Deputy Commissioner of the Office of Health Insurance Programs and State Medicaid Director Ms. Bachrach oversees the State’s Medicaid, Family Health Plus, Child Health Plus and EPIC programs. Prior to this post she was a partner at the law firm of Manatt, Phelps & Phillips where she co-chaired the Health Care Practice Group. She provided legislative, regulatory and strategic counsel to health and human services organizations, hospitals, community health centers and health plans whose patients depended on public health insurance programs.
James W. Clyne (Click for video), Deputy Commissioner, Office of Health Systems Management Prior to joining the New York State Department of Health Mr. Clyne was a lobbyist at Hinnman Straub representing a variety of health care clients. For over 20 years, Mr. Clyne worked for New York Sate Assembly in various legislative staff positions including serving as Deputy Secretary for Health and Human Services.
Foster C. Gesten, MD (Click for video), Medical Director, Office of Health Insurance Programs Dr. Gersten provides clinical direction and leadership for a team of professionals engaged in quality oversight, performance measurement and clinical improvement within health plans and public insurance programs in New York. Major initiatives include the development of statewide public reporting systems for commercial, Medicaid, and Child Health managed care programs on quality, access, and satisfaction.

The New York Academy of Medicine with support from the New York State Heath Foundation released a new report, Federal Health Care Reform in New York State: A Population Health Perspective.
This report identifies opportunities that build on both the Patient Protection and Affordable Health Care Act (ACA) and New York’s ongoing efforts toward improving the health of its 19 million residents.
